This study provided baseline data for Phase 2 of the Inclusive Village Project, which focuses on inclusive village governance, participation of vulnerable groups (people with disabilities, older adults, and economically vulnerable women), and access to productive livelihoods and basic services.
Findings: vulnerable groups continue to face significant barriers to accessing healthcare, social protection, and mental health services. Village leadership and youth involvement in inclusion efforts remained unstructured, and regulatory commitments were still emerging.
Recommendations: develop inclusion indicators, tailor interventions to specific group needs, strengthen inclusive budgeting and governance, and build the capacity of supporting actors (youth, village cadres, DPOs).
